    Construction of the concrete action

   QCA-1. Author(s) of the action

Who proposes the action? Is it an individual or a group? From which country or region does the author come?

The Millennia2025 Foundation Women and Innovation, Public Utility Foundation, based in in Namur, Wallonia. The concrete action is suggested by Marie-Anne Delahaut.

   QCA-2. Issues (or strategic axes) of the action

To which strategic priorities (one or more) does the action answer? Thank you for giving the number of the strategic priority:

The concrete action Millennia2025 Solidarity-Women fits into strategic axe 6: To improve the access of women in the social and economic activities, which are both carrying performance, efficiency, equity and social responsibilities.

The same model of action can be transposed in many fields of public action related with the concept of access to the supply of common goods: healthcare, insurances, banking services, ICT and internet, electricity, water, food purchase and others.

   QCA-3. Ultimate aims of the action

What are the ultimate aims of this action? What are the expected results?

Millennia2025 Solidarity-Women fits into the following ultimate aims:

UA-5. Major contribution of women to global familial, social, intellectual, political, scientific and economic development.

UA-6. A new model for the next generations, based on peace, education and solidarity.

   QCA-4. Level of governance of the bearers of the action

To which level of governance this action could be tackled (local, regional, national, international level)?

The concrete action Millennia2025 Solidarity-Women will serve as a model. It will start at a regional level before being expanded at a national and at an international level.

   QCA-5. Title of the action

What is the title of the action? Thank you for giving a brief and explicit title without using verbs

The title of the action is “Millennia2025 Solidarity-Women” for women in precarious situation, such as women head of households, in charge of their children, women who work or who are searching for a job, disabled women or older women.

   QCA-6. Short presentation of the action

What is the content of that action? Thank you for giving a meaningful description of the action (maximum 5 lines)

Many women face daily precarious situations, earning less than one thousand euros per month in the heart of Europe: women head of single-parent families, mothers working at home, working women with children, part-time employees or working in the informal sector, women suffering from long-term unemployment, disabled women or women with handicaps, elderly women in difficulty of health or destitute.

The invoices of the resources suppliers (electricity, water, heating, health, transport, mutual insurances, healthcare, catering, administration, housing, ...) are a real burden and children also suffer from this vulnerability.

Partnership with generic suppliers will reduce bills for these courageous women, in order to generate citizen solidarity funds and create an educational emulation to better use the family resources.

   QCA-7. Actors of the action

Who could develop and implement the action? Who would be responsible for the action?

What partners should be implicated for the successful implementation of the action?

The Millennia2025 Foundation Women and Innovation is in charge of Millennia2025 Solidarity-Women concrete action in partnership with the involved suppliers. The model will be developed in Belgium and can be duplicated in other countries.

   QCA-8. Human and financial needs

What are the financial and humans means needed for the action? Thank for explaining why they are needed.

The human needs requested for the implementation of the Millennia2025 Women and Innovation concrete action are two researcher positions within the Millennia2025 team in charge of research and implementation, as well as the chairs of the Millennia2025 Solidarity-Women project within the partners companies.

The project management will be coordinated with the suppliers which participate in the project. Independently of the Millennia2025 Foundation, companies will reduce costs for women that have been identified as living in precarious situation. The personal data of those persons will remain confidential in the company database. No financial transaction will be done between the suppliers and the Millennia2025 Foundation. Financing of the action will be possible thanks to the contributions and generosity of the companies' clients who act in solidarity with women in precarious situations.

Sponsors and financial partners which agree to finance a part of the work of Millennia2025 Solidarity-Women (research and implementation) will be valued in all the promotion and implementation tools of the concrete action on the long run.

   QCA-9. Innovation of the action

Why is the action innovation compared with what already exists?

Solidarity initiatives exist for young people or disabled people but they do not exist for women. Millennia2025 Solidarity-Women acts in complementarity with the existing ones for other segments of population. Generic suppliers do not usually target women for improvement of quality of life. Solidarity among citizens promoted by Solidarity-Women will help raising awareness about the difficulties that women in precarious situations must face.

The action will enable progressing towards the realization of Millennium Development Goals:
MDG 1. To eradicate extreme poverty and hunger;
MDG 3. To promote gender equality and empowering women;
MDG 5. To improve maternal health;
MDG 7. To ensure environmental sustainability;
MDG 8. To develop a global partnership for development.

   QCA-10. Duration of the action

How long must the action last before assessing its impact?

The action will durably be implemented on the long run. The impact of the action will be annually evaluated in coordination with the supplier partners. A provisional agenda will be adapted for each action to structure the study, to identify the beneficiaries, to start it with each supplier, to promote and manage the information, to concretely implement it, to assess it or to adjust it when necessary.

   QCA-11. Target audience

Who will be the direct beneficiaries?
Who will be the indirect beneficiaries?
At the end of the action, how many people will be affected during a determined period (3, 6, 9 or 12 months)?

The direct beneficiaries will be the women in precarious situation. The indirect beneficiaries will be their children and families. The quantified objective is to reach at least 50 women in the first year for each field.

On the long run, Millennia2025 Solidari-Women should benefit to the whole precarious population by region or country where it will be implemented. Therefore many thousands of women and children are concerned, to help them out of poverty.

   QCA-12. Monitoring and assessment

What is the system of monitoring and assessment of the action?
Who will be ensure the process and the assessment?
What will be the quantitative criteria of monitoring?
What will be the qualitative criteria of assessment?

Evaluation and monitoring will be ensured by the Millennia2025 Foundation and by the implied partners with their own system of assessment. Quantitative criteria will enable evaluating the good awarding of financing (number of women, family and social status, place of residence) and the annual benefice for women. Qualitative evaluation will be ensured through beneficiaries and suppliers' satisfaction surveys.

   QCA-13. Duplication of the projet

Is the action duplicable in other contexts or other areas? If yes, how?

Millennia2025 Women-Solidarity can be duplicated in all regions or countries thanks to coordination between the Millennia2025 Foundation, the generic suppliers and the financial partners. It will be adapted according to the priority issues identified by local members in each region. The action has been thought globally but it must be implemented locally: specific priorities of women in precarious situation will be defined for each country or region.

   QCA-14. Durability of the action

How will the action be durable on the long run?

The durability of the action will be ensured thanks to partnership and according to the satisfactory quantitative and qualitative results.

   Additional remarks

The Millennia2025 Foundation will realize a contextual study for each region. It will be realized in coordination with the Millennia2025 network of volunteer researchers, with the partner suppliers and with the financial suppliers. It will mainly include the number of women in precarious situation that can benefit from the project, the production of educational documents, the mobilisation of involved women to promote the action, the analysis of the results and the strategy to make its positive impact durable.
